On Aug. 30, a new service counter was opened at Haikou’s Jiangdong New Area?Government Service Center, making overseas investment more convenient by establishing a fast track for local companies to register overseas direct investment (ODI) projects.
Here, companies can take advantage of overseas investment policy consulting services and get assistance in registering projects on the National Overseas Investment Management and Service Network System?(jwtz.ndrc.gov.cn). The counter also tracks and provides start-to-finish project registration services.
The ‘Fast Track’?service is available for both projects managed by the Hainan Development and Reform Commission as well as the National Development and Reform Commission. For the former, companies should consult the service desk on relevant overseas investment policies, and submit required materials. Staff members will provide information on required supplementary materials and needed corrections within 1-3 business days, giving guidance to the company on how to meet the investment requirements. In principle, the Hainan Development and Reform Commission will inform the company within one business day whether the application will be accepted. If the application is not accepted, the company will be informed of the reason. If the application is accepted, a registration notice will be issued within 1-3 business days.
