At 22:53 September 4, the Haikou City Flood, Typhoon, and Drought Prevention Headquarters issued an announcement that in order to fully respond to the severe typhoon and to ensure the safety of people’s lives and property, the government has decided to implement the “six suspensions” measures — suspension of classes, work, transportation, shipping, park operations, and business operations — in phases across the city starting at 12:00 on September 5th. The details are as follows:
Starting from 12:00 on September 5th, all city-wide operations will be suspended, except for essential services (such as water, electricity, gas, communications, and medical services) and basic living services (such as supermarkets and farmers’ markets). All gatherings and events will be canceled. All emergency shelters will be open for residents to seek refuge from the typhoon.
Starting from 12:00 on September 5th, all higher education institutions, vocational schools, primary and secondary schools, kindergartens, nurseries, and training centers in the city will suspend in-person classes, training, and outdoor activities. Arrangements should be made to relocate and safeguard all related personnel.
Starting from 12:00 on September 5th, all tourist attractions, rural homestays, parks, and outdoor amusement facilities in the city will close. All travel agencies must halt all tourism-related activities. Water-related tourism enterprises will cease operations. Citizens and tourists are forbidden from taking risks by going to unsafe coastal or riverside areas.
Starting from 18:00 on September 5th, all construction sites in the city will halt operations, and all construction workers will stop working. All businesses, except those responsible for emergency rescue and basic social operations, will stop production. Apart from farmers’ markets and supermarkets, all densely populated venues such as internet cafes, bars, commercial pedestrian streets, restaurants, entertainment venues, and night markets will cease operations.
Starting from 20:00 on September 5th, all farmers’ markets and supermarkets in the city will close.
Starting from 22:00 on September 5th, all taxis, ride-hailing services, public transportation, and passenger services in the city will be suspended. Depending on the typhoon situation, traffic control measures will be implemented on bridges and tunnels, such as the Century Bridge and the Jiangdong River Tunnel. Only emergency vehicles will be allowed on the roads, and all other vehicles will be prohibited. All vessels in the city’s navigable waters, except for Coast Guard, maritime enforcement boats, and rescue and disaster relief ships, are forbidden to sail or operate. All types of vessels must dock in safe waters to avoid the storm, and all personnel on board must evacuate.
